Bancroft Clover Water & Sanitation District issues permits for temporary, metered service through fire hydrants.
Fire hydrant permits are issued for the following uses:
- Soil Compaction
- Construction
- Demolition
- Dust control
- Hydro mulching
- Landscape work
- Directional boring
- Pressure washing street cleaning
Hydrant water should never be used for human consumption without a valid water quality test and chlorination performed by the District prior to usage.
Requirements for a Hydrant Use Permit
In order to obtain a hydrant use permit you will need to complete a fire hydrant meter permit form and, rent a meter from the District (subject to availability) or; provide your own meter and reduced pressure zone (RPZ) backflow assembly. If you will be using the hydrant meter for more than 2 weeks you will need to provide your own meter within the district.
Details of both methods
Renting a District meter
- Submittal of a refundable $3,000 damage/usage deposit
- Meter rental fees are $50.00 per month
- The field office will release the meter upon presentation of the deposit receipt
- Please make an appointment with the field office 24 hours in advance for meter release
- Water is only permitted to be taken from Bancroft Clover hydrants. Use of any and all hydrants in the District is subject to District approval.
- The meter must be removed from the hydrant and secured daily.
- Water use is billed at $8.10 per one thousand gallons.
- Meter readings, including zero consumption, are required to be submitted to the district by the 15th of each month. Reads may be submitted in person or by email to support@bancroftclover.com.
Providing your own meter
If you do not have your own meter and supports they can be purchased from a local supplier such as A-1 plumbing or Ferguson.
- Submittal of a refundable $2,000 usage deposit
- Certification of meter calibration within the last 6 months
- Certification of backflow device within the last 6 months
- Meters and backflow devices must be properly supported by jacks or assembled on a cart or dolly.
- Water is only permitted to be taken from Bancroft Clover hydrants. Use of any and all hydrants in the District is subject to District approval.
- The meter and backflow must be removed from the hydrant and secured daily.
- Water use is billed at $7.15 per one thousand gallons.
- Meter readings, including zero consumption, are required to be submitted to the district by the 15th of each month. Reads may be submitted in person or by email to support@bancroftclover.com.
Hydrant Use Invoices
Invoices for hydrant water use will be sent monthly and are due on the date listed on the statement.
Failure to pay invoices for hydrant use by the due date may result in a $50.00 fine and/or revocation of the hydrant use permit and disconnection and impoundment of the hydrant meter, backflow assembly and hoses.
Violations to the Hydrant Use Policy
Failure to comply with the Hydrant Permit regulations may result in fines and/or revocation of your hydrant use permit. The fine for violating the hydrant meter permit regulations is $500.00 per occurrence.
Examples of Hydrant use violations:
- Use of a hydrant with an expired or revoked permit.
- Failure to properly support the backflow assembly when attached to hydrant.
- Failure to attach and RP backflow prevention assembly while operating the hydrant.
- Failure to elevate the RP backflow prevention assembly while not in use.
- Use of a pipe wrench or any device other than a proper hydrant wrench to open and close the hydrant.
- Equipment in disrepair resulting in water waste.
- Failure to pay Bancroft-Clover Water & Sanitation District invoices within 90 days of issue.
- Numerous violations issue to a permit holder within the same 12 month permit year.
- Other unauthorized use, misuse, theft or other dishonesty involving Bancroft-Clover hydrants or hydrant meter use.
Closing your Hydrant Permit
When work requiring the hydrant permit is complete, bring the hydrant meter to the District office for a final reading. We will issue a closing invoice for use and upon payment of the final invoice, refund the damage deposit within 30 days.
Fire Hydrant Meter Permit (Rent Meter)
Requirements
- $3,000.00 Meter Deposit.
- $50.00 per month meter rental fee.
- The Field Office will release the meter upon presenting deposit receipt.
- Make an appointment 24 hours in advance with the Field Office for meter release.
- Must use water in the Bancroft‐Clover Water District ONLY. The District will have final say on which fire hydrant can be used.
- Meter must be removed every day and secured.
- Water charge fee is $7.15 per one thousand gallons.
- Meter deposit may be forfeited if hydrant meter reading is not sent in to the District Office every month.

Hydrant Use Permit
Bancroft-Clover issues use permits for hydrants within its service area. Hydrants can be used for construction, dust control, cleaning or special events. Permits may be issued for a specified hydrant for a limited period, or they may be issued annually for the use of any District hydrant. Use of District hydrants requires the monthly rental of a District meter.

Hydrant Meter Water
The hydrant meter water fee is assessed to customers permitted to have metered access to hydrant water. Hydrant water is billed monthly on a 1,000-gallon basis and the permit holder is required to submit meter readings monthly for the duration of the permit.

Unauthorized Hydrant Use
The unauthorized hydrant use penalty is assessed when hydrant water has been used illegally.

2nd Violation $1,000.00
