As part of its drought response strategy, the Bancroft Clover Board adopted temporary drought rates at its April 20, 2026 meeting. The adoption of drought rates is intended to protect the District’s capital reserve funds and send a strong conservation price signal.
Drought rates are effective May 1st, 2026 and will appear on customer bills on June 1st, 2026. Tier 1, which covers essential indoor uses such as bathing, cooking, flushing toilets, is exempt from drought rates. A drought charge of $1.65 per 1,000 gallons will be applied to all water use in tier 2 or higher.
Essential indoor user (Tier 1) for various types of use are:
Single Family Residential 0 – 5,000 gallons
Multi Family 0 – 3,000 gallons per unit
Small Commercial 0 – 13,000 gallons (3/4 and 1 inch meters)
Large Commercial 0 – 36,000 gallons (1.5 inch meters and larger)
