Backflow

Bancroft-Clover is committed to providing you clean, safe drinking water.

To help meet this commitment we have a program to prevent backflow and cross connections to the water system.

What are backflow and cross connection?

Backflow is the undesirable reversal of the flow of water or other liquid from its intended direction in any pipeline or plumbing system. A cross-connection is a connection between the public water system and any source containing non-potable water or other substances.

These conditions are dangerous because they can allow water in a plumbing or public system to become contaminated and unusable.

To protect against these conditions, backflow prevention devices are required for some service lines within the District. A backflow preventer is a mechanical plumbing device installed on a service line to prevent water from flowing backward in the system. A properly installed, tested, and maintained backflow preventer can reliably prevent water of an unknown quality from flowing backward into the community water system.

Bancroft-Clover’s backflow prevention program is subject to the Rules and Regulations of the District.

Bancroft Clover uses Swift Comply to manage certified backflow testers and reports.

Program Requirements

A reduced pressure (RP) backflow device must be installed on:

  • Commercial property water service lines
  • Fire Lines
  • Multi-Family residential properties with three or more units
  • Single-family residential units with a dual water supply

Backflow devices must be tested after their initial installation and annually thereafter.

Submit “Passed” test reports to the District through Swift Comply or email within 30 days of test completion.

“Failed” test reports, along with a copy of repair order, replacement, and a “Passed” re-test result must be submitted to the District through Swift Comply or email within 30 days of the initial “Failed” result.

The property owner is responsible for hiring a qualified professional to install a backflow prevention assembly. The District requires an ABPA (American Backflow Prevention Association) or ASSE tester (American Society of Sanitary Engineering) certification for backflow testing.

If a property poses a health risk to the District water supply, Bancroft-Clover, at its sole discretion, may suspend service to the property.

Submit Test Results

Beginning November 2024, Bancroft-Clover Water and Sanitation District transitioned to an online submission system for backflow test reports via Swift Comply or email. This system improves on-time testing, ensures better compliance, and reduces administrative delays.

Using Swift Comply

Backflow assembly testers must be registered with Bancroft-Clover’s Swift Comply portal.

In the Portal, you can also:

  • Request individual Tester Accounts.
  • Submit your testing certification and Test kit information. (required for registration)

Approval of registration will take 24 to 48 hours. Then you will receive an email to reset your password.

After your registration has been completed, you can submit reports through the portal.
